Open-Source Software (OSS) is an established cross-disciplinary paradigm for distributed enterprise computing and e-Government. It is helping organizations both Governmental and non-Governmental to keep a control on the cost of development and deployment. OSS have not only changed the way software applications are architected, deployed, and consumed but also they are engineered to provide large distributed cross-platforms and frameworks. The Theme for the ICOSST 2018 is Blockchain Blockchain has emerged as the promising technology for the digitized transfer of assets in a cryptographically verifiable manner within trustless and decentralized environments. It has numerous potential interdisciplinary applications scenarios, which include but not limited to digital currencies, device/data ownership and management, device identification and authentication, financial infrastructures, commodities exchange, smart grid management, supply-chain management, real estates, e-voting, organizational governance, and many others. The blockchain technology offers incredible opportunities to research and development community to identify novel solutions that can transform traditional business models, organizations as well as political infrastructures. This year, IEEE ICOSST aims to provide a platform for researchers in emerging technology area to discuss key aspects of Blockchain, analyze current solutions or propose new ones, and ascertain the advanced applications and theories of this research paradigms. We invite submissions of papers that invent innovative techniques and applications, introduce new architectures and systems, identify technical challenges that would may arise and finding appropriate solutions, and discuss the novel approaches for previously unsolved issues.
